The Co-op and family law

It has been reported that the Co-op is to provide family law services in a tie up with individuals from TV Edwards the well known Legal Aid outfit. I am struggling to see how this makes sense given that inter partes costs orders are rare in both public and private family law proceedings. I don't see the Co-op viewing it as a "loss leader". I wonder if they are having behind the scenes talks with the LSC?
